Objective of the course

The aim of the course is to familiarize with the specifics of local public finances, the budgeting process as an economic instrument of public finances, financial plans, strategic documents and legal acts of the budget and budget users. Acquaintance with the capital investment program, steps in creating the capital investment program; public revenues and distribution of common tax revenues; financing from EU funds. The aim of the course is to master the procedures for analyzing the financial possibilities of public entities; determination of priority project requirements; applying and monitoring the capital budget; determining and managing the creditworthiness and debt of the budget and budget users. Creation of credit analysis, management of public expenditures and financial and statistical reporting and overall optimization of financial performance of budget users. Students will become familiar with the concept and basic principles of budget operations (basic regulations, budget cycle, budget classifications); methodology of budget planning and budget execution and with the role and procedures of treasury operations as well as with the methodology of audit of budget operations.

Competences

Knowledge:

First of all, students are trained to work in the finance departments of budgetary institutions and the public sector. Knowledge and skills include, above all, global trends and experiences in the field of public financing, relevant legal regulations in the BiH region and the EU, financial management, financing of public investments and budget management. Students will acquire the knowledge they need when solving specific business problems in general and in the field of public administration; synthesize knowledge from several areas of finance and purposefully complement it with knowledge from similar areas; thoroughly know and understand the norms and rules of financial business and make adequate conclusions about the relevant facts; master comprehensive knowledge of economics and economic disciplines; knowledge about the process of fiscal decentralization and criteria for the application of active and passive fiscal equalization; knowledge about the possibilities and instruments of financing public needs.

Skills:

Understanding the fiscal relations of the state and local communities; the ability to creatively apply quantitative and statistical methods in public sector economics; ability to apply advanced methods of analysis and research; the ability to solve problems of the functioning of economic systems of the public sector; the ability of a multi-dimensional way of thinking; ability to create and formulate new ideas in public sector business; thorough understanding of the specifics of economic processes, microeconomic and financial analysis in the public sector; ability to solve specific problems in the business of the public sector, especially public administration, with the use of scientific and professional methods and procedures; Students will acquire the ability to solve problems, management skills, the ability to work in a team, the ability to communicate, the ability to apply knowledge in practice, the ability to adapt flexibly to new situations, and the ability to work independently.
